Stub — chartered ahead of active workload, per Talbot’s orgchart-util continuation (2026-08-31), to give the mechanically-generated Core/Misc/OrgChart.md tree a real Staff file instead of hand-annotated prose. Sub-dept scope (Apps/Sites dev load — MBR/IT/Apps, MBR/IT/Sites) stays with SVP-IT until this role has real recurring work; activate on first real task per Agent-Team.md’s “Expanding the team” process.

Mission: Own app/site development load once chartered — currently covered by SVP-IT.

Autonomy: A1 — draft changes, route to CEO (Talbot) for approval.
